I would like to make up previous voucher, why shouldn't I choose previous date?

If the month has been closed, you are not able to select previous date. Therefore, you should cancel the closing of that month, and you are able to make up previous vouchers. Please click [Daily work> Monthly closing] to select the date and check [Cancel], and click [Confirm].
