How to give a non-system administrator administrative privileges for [role]

System administrators have higher authority and greater access within the system and do not need to authorize all users. Parts of their access and authority can be imparted using [Role] on members to give additional privilege settings.

Member management settings as below:
[Management>Privileges Settings–Role>+ New members] and select members to give management authority to.
